Due to Israel's failure to release the eighth batch of detained Palestinians according to the protocol, the implementation of the first phase of the ceasefire protocol is hindered. Hamas emphasizes that any new proposal can be discussed, but it must ensure that Israel fulfills all the protocol terms that have been agreed upon. Kanuwa stated that whether entering the second phase of the protocol, extending the first phase, or merging different phases, all negotiations must comply with the requirements previously put forward by Hamas and Palestinian armed organizations. These include: stopping military operations in the Gaza Strip, complete withdrawal of the IDF from the Gaza Strip, and implementing specific arrangements for the reconstruction of Gaza and humanitarian assistance. These conditions are Hamas's red line and are non-negotiable.
